Understanding cables

¶1.  (U) PolOff presented reftel points on May 18 to Icelandic 
Ministry for Foreign Affairs Ambassador for Arms Control Issues 
Petur Thorsteinsson.  Thorsteinsson reported that Iceland had just 
submitted its "nil form" Annual Declaration for the Hague Code of 
Conduct on Ballistic Missile Proliferation (HCOC) "within the last 
two weeks." 
 
¶2.  (SBU) Thorsteinsson added that Iceland would not be sending a 
representative to the HCOC annual meeting beginning May 31, as 
Iceland will be hosting a Nordic coordination meeting on 
implementation issues related to the Chemical Weapons Convention.
