(S) Poloff delivered reftel points concerning the lifting of
sanctions against Spanish entity Telstar December 29 to
Javier Hergueta, the Foreign Ministry's deputy director
general for bilateral economic relations. Hergueta expressed
his government's and Telstar's appreciation for the U.S.
government's willingness to work with them quickly to get
this matter resolved. He also said Telstar stands ready to
begin conversations/cooperation immediately with the USG as
set out in reftel points.
